chore(scripts): 删除化石 validate-all 并改路由

删除理由：scripts/validate-all.mjs 是重写前（Electron 期 client/website/server 目录布局）
的化石 —— 10 步里 8 步的 cwd 不存在（client/ 5 步 + server/ai-gateway + server/sync-service），
且它是 scripts/session-route.mjs 的 rule-build-validation 路由目标
⇒ 一条会话路由指向一个跑不起来的脚本（P-40 假执行者：被引用 ≠ 被执行）。

证据读数（域 = git ls-files 入库域，tracked=1628）：
- 实跑 node scripts/validate-all.mjs ⇒ exit 1，首行 `▶ client lint ... ❌ (exit unknown)`
- 引用扫描命中 36 处 = 可执行引用 1（session-route.mjs:76，本次改）+ 待删件自身 3
  + 历史散文 32（7 个 docs/** 文件；按「历史记录不改」一律不动）
- 解析型引用（markdown 链接 / file:// / require / import）= 0 处
- 补充域（工作树去 vendor/生成物/导出树副本，2116 文件）非 docs 命中 3 处，全部是散文
- 三处执行者实测：.husky/pre-commit 只跑 line-limits/docs-check/check-command-registry；
  .husky/commit-msg 只跑 commitlint；.github/workflows/** 与根 package.json / .releaserc.json 零引用
- 路由 owner 改 {type:'memory', path:null}（恰 3 行 :75/:76/:77；CRLF 数与 238 行不变）
- 受控对比：CONTROL 上 routedTo=scripts/validate-all.mjs（删后不存在），
  改后 routedTo=memory:rule-build-validation；负控 p-err 两边不变
- 门禁复跑：line-limits --full 0/121/121 · docs-check 282/182 · registry 311/311/0（三条全持平）
