ci(release): 资产校验显式指定 GH_REPO 修复误报

release job 不做 checkout（仅下载 artifact），gh release view 无法从 git 仓库推断目标仓库而报 not a git repository，导致 v0.28.10 的资产校验误报失败——实际三个资产均已齐全。显式设置 GH_REPO 即可。
