Milestone Delivery after Manual Milestone count update

Describe the bug
I am unsure how to trigger milestone reward delivery on the new version. in the past we changed the milestone data for a player and they would give automatically and the backend data would update accordingly. It appears this no longer works. We've yet to migrate the legacy milestones from previous versions.

To Reproduce
Steps to reproduce the behavior:

1. /av user
2. increase milestone count in the UI
3. wait, trigger a vote manually or by votifier as usual
4. no milestone trigger occurs

Expected behavior
milestone triggers should fire if not yet given

Believe in the latest votingplugin version it should trigger when you change milestone count if I remember correctly, but not 7.0
