feat(image): add nodejs and npm tooling

Pin Node.js 24.16.0 (LTS Krypton) and install the official Linux
tarball into /usr/local, which bundles npm, npx and corepack on PATH.
Add a Renovate custom manager backed by the node-version datasource
so NODE_VERSION stays current alongside the other pinned tools.
