I have began integrating BLAS functions (as backed by stdlib) in this branch.

The following stdlib BLAS functions have been integrated:

blas-base-dnrm2 — Euclidean norm (used in euclideanNorm)
blas-base-ddot — dot product (used in dotProduct)
blas-base-dcopy — vector copy (used in copyVector)
blas-base-daxpy — scalar multiply-add, i.e. y = a*x + y (used in axpy)
