+- **The scan time budget charges CPU once per pass instead of once per pattern** (PR #94, issue #93). Each pattern check read `getrusage()` twice (allocating an array each time) whenever a budget was active. A pass now reads the CPU clock once when it opens, compares `hrtime` against the request's 2 ms slice after each pattern and charges the CPU clock only when the slice has elapsed, and makes a final charge when it closes. The slice starts with `beginScan`, so it spans values, the per-pattern exhausted check stays arithmetic only, and the cap still stops a long scan within about one slice. Detection CPU on a ~1.1 KB JSON-like body plus 10 headers went from 17.6 ms to 15.1 ms.
