Prediction bar randomly disappears

Describe the bug
Sometimes, the word prediction bar randomly disappears for a specific app, and stays empty even if the keyboard gets hidden and brought back up again.

Then after switching to a different app the bar appears again.

But when switching back to app 1 where the bug happened, the bar still does not appear.

To Reproduce

1. Launch an app, start typing and notice prediction bar is empty / not working.
2. Launch another app, start typing and notice the prediction bar works fine.
3. Go back to app 1 and notice the bar still does not work on this app.

Expected behavior
Prediction bar should works all the time.

Note: the Instagram screenshot makes it look like I was not typing, but I captured the screenshot at the same moment the caret blinked. I was typing in the exact same way as on the Notes app.
