Can OpenShell enforce decisions from an external stateful authority layer?

I’ve been evaluating whether a stateful authority-governance layer I’ve been developing could complement OpenShell rather than duplicate it.

The project is CDE/Kingpin:

At a high level, the architecture separates three concerns:

1. CDE measures behavioral deviation and produces a governance signal.
2. Kingpin determines the authority currently available to the agent.
3. A separate enforcement boundary prevents actions that are outside that authority.

OpenShell appears substantially stronger than my current evaluator as a general enforcement substrate, particularly around workload isolation, network mediation, credentials, filesystem/process controls, and broader runtime containment.

That made me interested in a narrower question:

Could Kingpin operate above OpenShell as a stateful authority layer, while OpenShell provides the stronger enforcement boundary?

Conceptually:

The Kingpin behaviors I’m particularly interested in evaluating are not generic allow/deny policy. They include:

• authority contraction when behavioral deviation increases;
• deterministic staged restoration rather than immediate return to full authority;
• scoped and expiring action leases;
• persistent revocation across later attempts;
• one-use human approval bound to a specific governed request;
• fresh governance on retry rather than resurrection of prior authority;
• explicit separation between authorization and execution completion;
• unresolved-effect handling, where a resource can remain blocked after an execution outcome becomes unknown until reconciliation establishes what actually happened.

For example, one differential case I’m considering is:

1. authorize a side effect against resource A;
2. execution starts;
3. completion acknowledgement is lost;
4. relevant components restart;
5. a fresh request attempts another conflicting effect against resource A.

Kingpin currently treats the unresolved original effect as meaningful state and can withhold the conflicting action until reconciliation.

I have not established whether OpenShell already provides equivalent behavior at the business-resource level through another mechanism, so I would be interested in correction if it does.

I’m also interested in the integration boundary itself. My initial questions are:

1. Is OpenShell middleware an appropriate place for an external authority decision of this kind, or is there a better supported extension point?
2. How would OpenShell maintain a trustworthy binding between the business action Kingpin evaluated and the final operation OpenShell actually permits?
3. Is there an existing OpenShell mechanism for persistent “outcome unknown” holds against a logical resource, rather than only replay/session/process protection?
4. Would a stateful external authority layer add useful control here, or would it mostly duplicate policy/state OpenShell already maintains?

I’m not looking to reproduce OpenShell’s containment features or claim a capability gap that may already be covered elsewhere in the project.

I’m trying to determine whether these authority-lifecycle behaviors are genuinely complementary enough to justify a small integration experiment.

I also maintain a separate Agent Governance Test Harness intended to test observable governance behavior across runtimes, so if this architectural relationship makes sense, I’d be interested in eventually exercising the same transition cases against both systems rather than assuming equivalence from documentation alone.

Any pointers to the most relevant OpenShell interfaces, existing lifecycle mechanisms, or prior design discussions would be appreciated.
