What do you want to work on?

I want to fix #3840 to record generation to each allow/deny decision records under the policy version it was made. this makes it obvious to infer from the exported events. The policy name is not sufficient in events to know which version of policy in question.

Why this change?

In the regulated industry, the automated system decisions are audited including how AI Agents perform based on the policy that allows or denies its action. The policy changes are inevitable so auditor would like to know which policy version was in effect when a permission was granted or denied to complete a task. The current change records the policy version in the events.

The code changes are ready. The full openshell-ocsf, openshell-supervisor and openshell-supervisor-network test suites pass. More details can be found in comment at #3817.
