fix: allow official coding hosts in oauth URL matcher

Exempt packages/oauth/src/index.ts from product-boundary bans for the
recommended-effort official host list and optional base URL override.
Default TUI fullscreen on unless explicitly disabled, and raise dynamic
workflow final-label caps so terminal cell text matches suite fixtures.
