how to support merging service-level .pr_agent.toml files in monorepos

Feature request

We use PR-Agent in a large GitLab monorepo. The repository has a root .pr_agent.toml, and many independent service directories, for example:

.pr_agent.toml
message-service/.pr_agent.toml
order-service/.pr_agent.toml
...../.....

Currently, PR-Agent only loads the root .pr_agent.toml from the repository default branch. For monorepos, we would like PR-Agent to optionally load and merge service-level configuration files based on the files changed in the merge request.

When a merge request changes files under message-service/, PR-Agent should load:
.pr_agent.toml
message-service/.pr_agent.toml
and merge them before running /review, /describe, /improve, etc.
