Subject: [PATCH] Updated TypeScript target for new Node version

towards https://linear.app/ghost/issue/NY-1575

No user impact expected.

Now that we're on the latest Node, we can bump our TypeScript target from ES2022 to ES2025. See [this compatibility table](https://compat-table.github.io/compat-table/es2016plus/).
