Campaign overlap does not work until include archived campaigns is selected

Describe the bug
When selecting contact management overlap, no campaigns will show unless include archived campaigns is checked, even if those campaigns are not archived.

To Reproduce
Steps to reproduce the behavior:

1. Go to a campaign page on admin
2. Click on Contact Overlap management
3. User should see no campaigns, and searching for campaigns does nothing
4. Check include archvied
5. Logic works as expected

Expected behavior
User should see active campaigns by default in list

I think the most likely fix needed here is to refetch contact overlap after a contact upload finishes. In this case, I would suspect clicking the archived toggle is manually causing that refetch. But the toggle/filter itself should generally be working as expected
