By default, we currently block autosending and show a page that asks admins to email support for access. We're now comfortable with activating autosending by default, and so should make it easy to start autosending right away

Allocate a minimum throughput (maybe 3 / second) per org, with a note to reach out to support (link to Chatwoot?) if they would like higher sending rates
