Bounced recipients not added to suppression list

Describe the bug
Recipients that are marked as bounced or complained are not automatically added to the suppression list.

To Reproduce
Steps to reproduce the behavior:

1. Send an email to an address that will result in a bounce or complaint
2. Wait for processing to complete
3. Go to People > Suppression List
4. Check for the recipient
5. Attempt to send to the same recipient again

Expected behavior
Bounced or complained recipients should be automatically added to the suppression list, and future sends to them should be blocked or skipped.
