[feat] Sync jobs UI

Goal

Sync jobs ship API-first. Add the portal surface: create, monitor, and cancel sync jobs, with progress from the durable job records and schedule editing.

Workplan

1. Sync job list/detail with live progress and outcome
2. Create/edit dialog for one-shot and scheduled jobs
3. Cancel/retry actions; deep links from notifications

Definition of Done

• A user configures a sync A→B, watches progress, and sees the outcome without leaving the portal

Test Concept

E2e flow against a test realm with a seeded sync job.
