Dataset and Pre-trained Model Files Not Accessible

Dataset and the pre-trained model files are not accessible. Getting 403 Forbidden from the server

Dataset appear to be stored on bucket in amazon s3 storage.
but it is protected by ACL, as is not set as PUBLIC by ACL
so it is not downloaded until it's set to PUBLIC.
