Section headers in settings are all black (no text)

Describe the bug
The section headers on the Atlassian Settings page are all black and there is not visible text . This occurs on the JIRA BITBUCKET an GENERAL tabs

To Reproduce
Steps to reproduce the behavior:

1. Go to Atlassian Settings
2. See error

Expected behavior
There should be text visible in the section headers describing the contents of the section
