Removes the deprecated `enums/strong_proto2` and `enums/strong_proto3` sections from `enums.textproto` (since strong enum typing was removed from the CEL specification) and `basic/functions/unbound_is_runtime_error` from `basic.textproto`, along with their corresponding `_TESTS_TO_SKIP*` entries in the C++ and Java conformance `BUILD` files.
