Bump vale to 0.17.1 and release

https://github.com/vale-cli/vale shows Vale is now at v3.17.1.

I watch that repo to get notifications of releases, and noticed that this Python package is several months behind.

Github has this annoying-yet-sensible feature by which scheduled actions are disabled if there's no activity in the repo. I use (or abuse) a schedule action to check if Vale updated in order to release the corresponding python package. There was some period of time when Vale wasn't released that often and my schedule action was disabled. I noticed but then I went on with my life and forgot to enable it again.
