Currently, the config schema allows users to configure a transition timeout for each run target. This value is not used internally and only the "Off" transition during shutdown has a (hardcoded) time limit.
Acceptance Criteria (DoD)
- If a transition timeout is configured for a run target and the time limit is exceeded, the transition fails
- A test should be added to verify this
