gRPC 1.60.x does not compile out of the box with Bazel v7. Bazel v7 requires a newer version of apple_rules than what gRPC uses.
We rely on google-cloud-cpp which relies on gRPC.
By now we're making similar workarounds they did to make it work.
We should keep an eye on googleapis/google-cloud-cpp#13311 and googleapis/google-cloud-cpp#11485 and make this cleanup once google-cloudcpp repo fix it.
