Using mockttp as a proxy between a http2 client and an http1 upstream proxy results in incorrect cookie header conversion

Pretty much the title. I used mockttp to proxy requests from a client to another proxy, and the client uses http2 while proxy accepts http1.1, and that causes cookie header to become malformed and unrecognized by the end server. Fix is in the PR #203
