Migrate .machine_readable to the descriptiles/6a2 layout (blocked: contractiles.mjs needs Node) #18

Deferred from the completion sequence (PR #11#17).

The estate's descriptive-family standard (working name descriptiles, with the contractiles as the normative set-point) expects the 6a2 layout to be validated by contractiles.mjs. That validator runs on Node, which is estate-denied in this repo (language policy: Deny Node/npm) — running it here requires an explicit AGENTIC override, per-repo.

What this issue tracks:

  1. Decide: AGENTIC override for a dev-only validation tool, OR a non-Node re-implementation (the A2ML/K9 runners are not built yet per estate standards notes).
  2. Then: migrate/validate .machine_readable/6a2/* (CLADE, ANCHOR, META, AGENTIC, ECOSYSTEM, NEUROSYM, PLAYBOOK, STATE) against the contractiles.
  3. Keep the STATE.a2ml [maintenance-status] block truthful while the validator is absent (last-result = "unknown" — no fake green).

Not blocking any proof or spec work; the a2ml files remain hand-maintained meanwhile.
