Subject: [PATCH] Update GitHub Actions to latest, use go-version: stable

actions/checkout and actions/setup-go were pinned to v2; bump both to
v7 and switch the pinned go-version 1.22 to the stable channel so the
workflow tracks current Go releases automatically.
