I'm not sure if this is the right place to report that issue as it is more to distribution, rather than a library bug. About two weeks ago I've also reported it here https://developercommunity.visualstudio.com/t/VC-Redist-ARM64-Spectre-runtime-is-missi/11098210

About the issue: We wanted to migrate to the new Visual Studio to benefit from the C++ updates. However, our product requires the Spectre runtime libraries. We ship for x64 and ARM64 Windows arch. On the latest update of MSVC unfortunately it seems the Spectre ARM64 libraries are missing. I'm looking at the directory C:\Program Files\Microsoft Visual Studio\18\Professional\VC\Redist\MSVC\14.51.36231\spectre\arm64 and I see only MFC related DLLs there. This issue is not present in the x86 or x64 variants. The OneCore variants are also good, including ARM64, only the standard Spectre ARM64 DLLs are missing.
This issue prevents us from upgrading, so I will be really grateful this issue is fixed sooner.
