[BUG]: Windows ARM64 support is 404 #5536

What happened?

Hello agent people,

Windows ARM64 support is missing. There's no official agent existing in a release state. I am using ARM64 machines in Azure cloud to build our team's very important port of SW to ARM64 Windows native. 1ES DevOps Hosted Pools + 1ES Images (for people outside of Microsoft: these are internal terminology).

What exists is some feeble agent running in emulation. Emulation brings a plethora of problems, some of which are not immediately obvious. Here's example: I produce about 11GB of output which I want to PublishPipelineArtifacts. Works perfectly on x64. On ARM64 (emulation) the machine with 96GB of RAM exhibits OOMs. Great.

I need a statement about the future state of ARM64 support. When is your deadline for enabling ARM64 native agent support in Windows?

Best Regards,
Andrei Porumb
