feat(cli): 新增模型联网搜索及对话内置联网搜索支持

- 为 `bl search web` 添加模型搜索模式，并设为默认实现
- 为 `bl text chat` 增加 `enable_search` 参数支持内置联网搜索
- Profile 现支持按搜索模式声明凭证，切换搜索模式时自动匹配凭证
- 各相关包版本更新至 2.8.3，保持版本一致性
- 更新 CHANGELOG 中文及英文版本，记录新增功能和变更内容
