Subject: [PATCH] feat: sync Nextcloud capabilities: no public contract change

Reviewed upstream sharing app info.xml change (version bump 2.0.0-dev.1
to 2.0.0-dev.3 and registration of a new console command). Neither
change affects the public capabilities JSON response, so no Swift
model update is required. Advances tracked revision only.
