Subject: [PATCH] DO NOT MERGE: OCPBUGS-103516: Empty commit for fixed
 perfscale re-run

No code changes. This branch builds identically to main (bbolt fork with
MADV_RANDOM removed, #395) and exists only so a perfscale
control-plane-fips-24nodes payload job can run against the fixed etcd,
matched in the same window against the broken baseline (#397) for the
upstream etcd-io/bbolt#939 argument.

This branch is a throwaway and must not be merged.
