Gemspec now pegs httparty at 0.13.1

Hello,

In a recent commit httparty was pegged to 0.13.2 which is a version of the library from 2014. Is there a particular reason for this? I'm using httparty in my own code and would like to avoid downgrading while still using the latest version of your gem.
