Why are captures only printed when tb>'line'?

The documentation makes it seem that tb and show-capture are independent but I observed that the show-capture flag is only honored when tb is short or above.

Your observation matches an older pytest behavior. It was fixed in pytest 9.0.0: --show-capture now works with --tb=line (changelog, issue #13865). On pytest 9.1.1, I ran a failing test that prints HELLO-CAPTURED; pytest --tb=line --show-capture=all displayed both the one-line failure and the captured stdout section. --tb=short also displays it. If you must stay on the older release, use --tb=short when you need the captured section.

--tb=no still omits the failure detail and captured section in the version I tested.
