Subject: [PATCH] Update rustls to 0.23.46

rustls 0.23.46 fixes RUSTSEC-2026-0346 to 0349, which fail the
security audit. rodbus configures rustls the same way dnp3 does, so the
analysis in stepfunc/dnp3#482 applies unchanged: none of the advisories
affects rodbus's bindings, including 1.5.0, and no patch release is
needed.
