leverage codeowners to assign PR review

I'm a bit annoyed of being assigned as reviewer in PRs where I don't belong. Can we at least assign reviewers only when there are no reviewers already assigned?
If you ask me I would just wipe away this step and use only CODEOWNERS to assign reviewers. And if there are no reviewers and no code owners and nobody is gonna review your PR, it's time to learn you need to add a reviewer or a code owner :D
