Subject: [PATCH 1/2] ci: test Zarr natively on Linux ARM64

Add one Python 3.12 minimal-dependency matrix entry on ubuntu-24.04-arm using the existing test setup and commands. Refs #4524.

Validation: actionlint and git diff --check passed. Structural comparison confirms the only workflow change is the additional matrix row. No application builds or test suites rerun locally; native Linux ARM64 execution remains for hosted CI.
