P2 Badge Regenerate the committed dashboard bundle

Production does not build or copy this dashboard package—the API image copies only apps/api/src, so the checked-in static bundle is the deployed frontend. This update moves React to 19.2.8 and changes other bundled dependencies, but the committed bundle still embeds version=19.2.7``; a successful build would therefore fail the rebuild-and-diff invariant in scripts/check-all.sh and deployments would continue serving the old dependencies. Regenerate and commit `apps/api/src/five08/backend/static/dashboard` with this dependency update.

P1 Badge Remove baseUrl before adopting TypeScript 7

Whenever bun run typecheck or bun run build runs, this version invokes TypeScript 7 against tsconfig.app.json and the root tsconfig.json, both of which still set baseUrl. TypeScript 6 already reports that this option stops functioning in 7.0, and ignoreDeprecations: "6.0" only suppresses the pre-removal warning, so the upgraded compiler rejects the configurations and the dashboard can no longer type-check or build. Remove the obsolete baseUrl settings (the paths entries are already relative to their config files) or retain TypeScript 6.
