Keep building the other Ruby versions when one matrix job fails - #11

Conversation
The matrix defaults to fail-fast, so one failing version cancels the in-progress builds of all the others and no image is pushed for them either. The versions are independent of each other, so let each job run to completion and only mark the run as failed. [ci skip]

The build matrix uses the default
fail-fast: true, so when one Ruby version fails to build, GitHub cancels the in-progress jobs for every other version and none of them get pushed either. The versions are independent of each other, so one broken version (a missing upstream tag, a failed compile) should not block the rebuild of the rest.
