This PR provides the compiler side of Matrix SRAM L-Compute. It arranges state tiles in the fixed diagonal SRAM layout and generates the view configuration,
L_TILErecurrence instructions and data transfers. It also supports direct projection writeback into a Matrix SRAM view. The generated machine code has run Mamba/KDA recurrence for four tokens in Rust using prepared synthetic BF16 inputs at the model state dimensions. Phased outputs and final states match the reference exactly. The Simulator PR is the main entry point for the implementation overview and reproduction.
Draft for review only; do not merge. The ISA specification documents the open writeback-encoding compatibility and RTL resource-mapping questions.
