Doc-only. Records the PROBE-RDO-ARBITER measurement in the x265 plan file — a commit that was pushed to this branch but never opened as a PR, so it has been sitting unmerged since 2026-07-19. Found by a stranded-work audit while shipping lance-graph#862.
