docs: add Tool Recommendation page and gateway setup steps

Docs for Tool Recommendation ahead of GA on 10/15.

New page: operate/governance/mcp-gateways/tool-recommendation

• Why it exists (static tool list trade-off), the three agent tools (Arcade_SelectTools, Arcade_UseTool, Arcade_ListApps), and the request flow
• How governance still applies (allowlist, Contextual Access hooks, end-user authorization)
• How to turn it on or off per gateway (Tool Recommendations checkbox / tool_filter.discovery.enabled) and per connection (?tool_recommendation=false)
• When to use it vs. a static list, and how MCP clients affect cost
• Added to the MCP Gateways nav

Updated quickstart: get-started/quickstarts/call-tool-client

• New step: keep Tool Recommendations on when creating the gateway
• Reframed the "keep it below 80 tools" callout so it applies only when Tool Recommendations is off
• "Try it out" now tells readers to expect Arcade_SelectTools / Arcade_UseTool calls

Open questions for reviewers

• No benchmark numbers on purpose. The paper's results still have pending placeholders, so the page describes when savings appear without quoting figures. We can link the paper or blog once published.
• Naming. The dashboard label is "Tool Recommendations" (plural); the paper and launch materials say "Tool Recommendation." The page uses the singular for the feature and the plural only for the checkbox.
• Availability. The checkbox only renders when the org has the capability. Confirm whether that gate is lifted at GA so the callout can be removed.
• Commits were made through the GitHub API, so Husky pre-commit checks (full Vale, Ultracite) didn't run. CI should cover them.
