chore: remove outdated PHP 8.1

This pull request drops support for PHP 8.1 across all features, tests, and scenarios, and updates the minimum supported PHP version to 8.2. It removes all code, test scenarios, and installation logic related to PHP 8.1, and updates the PHP and Xdebug feature versions accordingly.

Removal of PHP 8.1 support:

• Removed PHP 8.1 from the supported versions in features/src/php/devcontainer-feature.json, and updated the default and allowed PHP versions to 8.2, 8.3, and 8.4.
• Deleted all PHP 8.1 install scripts and logic from features/src/php/install.sh for both Alpine and Debian/Ubuntu. [1] [2] [3] [4]
• Removed all PHP 8.1 test scenarios from features/test/_global/scenarios.json and features/test/php/scenarios.json. [1] [2] [3] [4] [5] [6]
• Updated GitHub Actions workflows to remove PHP 8.1 jobs from .github/workflows/features-global.yml and .github/workflows/features-scenarios.yml. [1] [2]

Xdebug and versioning updates:

• Updated the Xdebug feature version to 1.7.1 and removed PHP 8.1 support from its install scripts. [1] [2] [3] [4]

With these changes, the codebase and CI pipelines now only support PHP 8.2 and above, simplifying maintenance and reducing the test matrix.
