Paired implementation/development release: sujit-kamireddy/azure-dev#68. Both channels ship byte-identical 0.8.43-preview packages with breakingChanges: true. This PR targets rle-releases; merging it publishes the customer-channel update. Both PRs are left unmerged for review. |

rle-releases, not upstream main. Customer registry and artifact URLs reference that branch, so merging this PR publishes the update and makes older registered clients require it.
