Combines Azure#780, Azure#787, Azure#788, Azure#789, Azure#790 and the buildable updates from Azure#791. k8s.io/* v0.37 and helm v3.22 are held back because gatekeeper v3.23.1 does not build against k8s v0.37. Adds security-update groups so minor and patch security fixes are batched into one PR per ecosystem instead of one PR per dependency.

Combines the open Dependabot Go updates into one PR:
k8s.io/*v0.37 and helm v3.22 are held back because gatekeeper v3.23.1 does not build against k8s v0.37.Also adds
applies-to: security-updatesgroups to.github/dependabot.yml. Security updates ignore version-update groups by default, which is why the grpc and OpenTelemetry bumps arrived as separate PRs.Type of change
