fix: Update CI workflows and dependencies - #55

Upgrades `actions/setup-node` to v7 and adds `npm` caching across all Node.js-related workflows. Resolves deprecated `::set-output` command in the `release.yml` workflow, switching to `GITHUB_OUTPUT`. Replaces `npm install` with `npm ci` in `release.yml` for more reliable dependency management. Updates `@wordpress/scripts` package dependency.
