fix: Update CI workflows and dependencies

Upgrades actions/setup-node to v7 and adds npm caching across all Node.js-related workflows. Resolves deprecated ::set-output command in the release.yml workflow, switching to GITHUB_OUTPUT. Replaces npm install with npm ci in release.yml for more reliable dependency management. Updates @wordpress/scripts package dependency.

Overview
Upgrades the JavaScript toolchain and CI by bumping @wordpress/scripts from v30 to v32, which pulls in ESLint 9+ flat config and newer Jest/jsdom dev dependencies. Legacy .eslintrc is removed in favor of eslint.config.cjs that extends @wordpress/scripts defaults and keeps the same Jest (jest-environment JSDoc) and Playwright overrides.

GitHub Actions across quality, test, and release workflows move to actions/setup-node@v7, add cache: 'npm' where it was missing, and use npm ci in release instead of npm install. The release workflow stops using deprecated ::set-output and writes .plugin-data to GITHUB_OUTPUT via a heredoc.

A small lint-driven doc fix in TabsAddRemoveControls.js changes JSDoc @return types from JSX.Element to Element. New dev deps @wordpress/element and globals support the updated ESLint setup.
