What happened?
Currently, the fuzz tests are completely excluded from the CI pipeline. The command cargo test --manifest-path fuzz/Cargo.toml --bin compile_parse_tree does not run during the CI checks. I think the others too

In rust-elements I have moved to cargo-rbmt and have a PR that gets the fuzztests running again. We may want to copy it here.
