Textmate grammar file missing license

I was trying to understand how the text mate grammar file was generated and noticed it referenced some PHP files that don't exist in the repo.

This lead me to:

what do you mean by generated?
normally TextMate grammar files are written by hand
or converted between different plist languages (json, yaml, xml, cson etc)
