The arrows don't provide much value on small screens where you can only move the divider a little bit. Users can still drag the divider to move it, but it just cleans up some clutter getting rid of the arrows.
Supporting panel will eventually be using a drawer at this size, so this only really affects the side nav.
Still confirming the exact number with Design.
