v0.37.0 marked published too early

published-versions.json now lists cloud and comfyui v0.37.0 as published for every locale. Default cms:sync and cms:publish skip versions already in this registry, so the planned post-merge publish of the staging notes will not pick up v0.37.0. This file is meant to be updated only after Strapi publish.
