swapOperatorTuningpassed the second operator's counts tosetAcceptedRejectedas(rejected, accepted, ...) instead of (accepted, rejected, ...), inverting the acceptance rate
of one chain's operators after each accepted swap.
I fixed the argument order and put the swap in a small helper function (
swapTuning).
